Though President Bush promised to "build the best levee system in the world," the administration won't commit itself to spending the actual dollars that would take (another $6 billion, according to the Corps of Engineers). Without that commitment, the Corps won't draw the flood maps that people need to insure their properties. And without insurance, no lender will lend money to buy or rebuild a home in New Orleans. Without financing, no rebuilding.
