For Richer Or Poorer
First came the poor man, barely 17 years old – too young to buy beer or vote, but an adult under the Texas penal code. He took part in a $2 stickup in which no one got hurt. He pleaded guilty to aggravated robbery and was put on 10 years of probation. He broke the rules once, by smoking marijuana. A Dallas judge responded in the harshest possible way: He replaced the original sentence with a life term in prison.
Now the flip side of the coin, also from Judge Keith Dean's court: A well-connected man pleaded guilty to murder – for shooting an unarmed prostitute in the back – and also got 10 years of probation. The killer proceeded to break the rules by, among other things, smoking crack cocaine. He repeatedly failed drug tests. He was arrested for cocaine possession in Waco while driving a congressman's car, but prosecutors there didn't press charges.

Left Behind
An Associated Press computer analysis has found Laquanya is among nearly 2 million children whose scores aren't counted when it comes to meeting the law's requirement that schools track how students of different races perform on standardized tests.
The AP found that states are helping public schools escape potential penalties by skirting that requirement. And minorities — who historically haven't fared as well as whites in testing — make up the vast majority of students whose scores are excluded.

At A Standstill
Though President Bush promised to "build the best levee system in the world," the administration won't commit itself to spending the actual dollars that would take (another $6 billion, according to the Corps of Engineers). Without that commitment, the Corps won't draw the flood maps that people need to insure their properties. And without insurance, no lender will lend money to buy or rebuild a home in New Orleans. Without financing, no rebuilding.
